Are Mathew Blitz (the guy who got married) and Matt Blitz (the original Blitz) the same person?

Okay this is from How I Met Your Mother. They both have the same
stupid glasses, it is entirely possible for their ages to work out,
and their names are almost identical (possibly identical considering
Mathew can be shortened to Matt).
